Job Description
BackgroundThe UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV. In order to efficiently monitor and evaluate outputs of the activities implemented by the, UNODC Pakistan requires the services of a Monitoring and Evaluation Associate with experience in M&E, creation of ROI, research and creation of reports.
Assignment ObjectiveThe position will provide M&E services for the office and identify on recurring basis the external (stakeholder based) and measurable outcomes of activities under each sub-programme. The Monitoring and Evaluation Associate will report to the Deputy Representative and support the Sub-programme Advisors in controlling M&E aspects for each sub-programme.
Responsibilities
The Monitoring and Evaluation Associate will undertake the following duties and responsibilities:
1.Identify under each sub-programme and each cluster of outputs the data streams required to create a recurring M&E process.
2.Assist Sub-programme Advisors and output managers (previously called Project Managers) in developing a customized data collection process for the relevant outputs.
3.Maintain and manage a centralized repository of data (created on MS Access) which will be accessible to all office staff.
4.Manage process for the creation of consolidated reports on annual, quarterly and ad hoc basis for:
a.Internal UN Reports: ProFi, FOML, UN General Reports
b.External GOP Reports: Programme Governance Committee (PGC), Technical Working Groups (TWG), Development Assistance Database, reporting to various line ministries.
c.External Donor Reports (current seven reporting formats)
5.Integrate COPAK M&E process and system with ProFi Monthly Activity Reports.
6.Provide integration of COPAK M&E data streams for donor required reports.
Expected Deliverables
1.Up-to-date information on the impact and outcomes of the activities of UNODC COPAK. This information will be displayed in data streams and metrics.
2.Reports and summaries on each sub-programme which are updated on regular basis and complemented with narrative analysis.
3.All required reports under Point 4 of responsibilities created and published up to expectations.
Required Skills
Qualifications and Experience

A degree in statistics or public policy with at least 5 years of relevant professional experience with international organization is a requirement.
Significant (2-5 years) experience in a research capacity. Excellent knowledge of spoken and written English, with good statistical skills.
Previous M&E work (published or un-published) in the field of health, education or government management would be advantageous.
Proficiency in the use of information technology (word processing, spreadsheets and data management). Must know how to use MS Access.
