Job Description
Under the guidance of Chairperson of NCSW, the Communications and Advocacy Manager will implement the plans and activities falling under the Advocacy and Campaigning section of the Program. His/her main role is to lead the Communication and Advocacy section of NCSW, ensuring smooth functioning of program related activities, consistency and professional handling of media and campaigns and constant evaluation and readjustment of the activities to take into account changes in the operating environment as and when needed.

· Analyze particular issue- related stakeholders’ communication needs and develop capacity building events for them;
· In collaboration with NCSW Communications and Advocacy team, design communication materials for the different targets and groups through different media;
· Work with the web producer to develop content for the web site related to events, Special Advocates and as necessary
· Build network linkages/rapport with the different media channels, high-profile figures and celebrities relations for smooth positioning of the Advocacy campaign;
· Organize press conferences and briefings with NCSW officials.
· Carry out any other tasks as requested by the Chairperson.
Required Skills
Education

Masters Degree or equivalent in Social Science or related fields

Experience
A minimum of 5 years of practical experience on legal policy research, analysis, and advice.
Experience in gender work and deep understanding of the issues of women in Pakistan.
Work experience with the government and understanding of its institutional processes will be an extra advantage
Maturity to work harmoniously with persons of different nationalities and cultural backgrounds; and ability to work under conditions of extreme pressure and difficult living conditions.

Assignment ObjectiveThe position will provide M&E services for the office and identify on recurring basis the external (stakeholder based) and measurable outcomes of activities under each sub-programme. The Monitoring and Evaluation Associate will report to the Deputy Representative and support the Sub-programme Advisors in controlling M&E aspects for each sub-programme.
Responsibilities

This post is the most senior out of four Local Security Assistants in the SIOC. The other three are presently not fixed term. Under the overall guidance and supervision of the Chief Security Adviser (CSA), Chief SIOC or Security Operations Officer, the Local Security Assistant assists in the implementation of all duties within the 24/7 operations of the Security Information Operations Centre (SIOC) with emphasis on assisting in all matters relating to the management of safety and security for UN personnel in the country.


Maintain Staff Tracking – SIOC will be responsible for maintaining all staff tracking records including, both external and internal travel clearances, duty travel and travel on leave.
- Receive staff tracking (email / travel plan, leave request form) and ensure the information is correct and entered into the database as required.
- Check for duplication of information

Process information as outlined below.

External Clearances
- Receive security clearance request
- Verify form has all required information.
- Be fully aware of current Movement Standard Operation Procedures and verify the movement meets MOSS standards
- Ensure clearance is authorized by designated signatory.

- Notify person requesting of the disposition of the SC and if authorized forward a copy of the latest security advisory for the country.

- Assist Operations Officer, Chief SIOC in the preparation of weekly security reports and routine security correspondence.
- Maintain a record of security incidents in the security Information database.
- Print statistics as required for Quarterly Incident Reports and ICSC Surveys.
- Assist the Operations Officer, Chief SIOC in the preparation of security briefings and conduct these briefings as required.

SMS System
- Create specific notification groups for the computerized SMS notification system.
- Check & update on a daily basis (Log in from the configuration to validate the users and ensure there is no malfunction in the System).
- Ensure cell phone numbers for each notification group are updated daily from cell numbers in the personnel database.
- Create notification lists from staff identified as living in the immediate vicinity of an incident.
- Prepare SMS messages for review by the Operations Officer, Chief SIOC.
- Send messages to recipients on authority of the Operations Officer, Chief SIOC.
- Send specific messages to agency staff on request of Heads of Agencies.

GIS Mapping system

- Meet with new UN staff members to determine locations of residences on GIS mapping/satellite image system.
- Be knowledgeable in methods used to verify the location of staff residences and train drivers as necessary.
- Update verified information on the GIS mapping system, obtain location coordinates and enter in the personnel database.
- Link GIS mapping system to Personnel Database.
- Initiate security zones based on the number of UN staff living in each area.
- Produce notification trees based on location of staff members to each other in each zone.
- Immediately following a change in each zone, forward the new map and notification table to the appropriate zone warden.
- Initiate queries to identify staff living in any defined radius to a security incident.

UN Staff Safety & Security

- Provide assistance to staff members in Pakistan on 24/7 basis in any emergency.
- Maintain up-to-date phone numbers for all emergency organizations in Pakistan including security, fire, medical, etc.
- Assist in the provision of emergency assistance to staff moving through areas in which elevated phases have been declared.
- Maintain direct contact with the UN appointed medical staff and be prepared to assist them in their response to any emergency

Job Description
UNDP is supporting an Early Recovery Programme (ERP) in Pakistan following the 2010 flood disaster. The Programme is designed to serve as a crucial link between immediate short-term and longer-term recovery and development activities. The Programme includes three key outputs:
(1) Capacities of local institutions and flood affected communities for recovery and protection of rights restored;
(2) Livelihoods of vulnerable flood-affected people stabilized and restored; and
(3) Basic and critical community infrastructure and services restored. UNDP has established a Programme Management Unit in Islamabad, and requires a Early Recovery Programme Manager to provide assistance in launching up-scaling programme activities.
Under the overall supervision and guidance of the Deputy Country Director in charge of Programme and coordination with the Programme Unit, the ER Programme Manager is responsible for the strategic direction of UNDP Pakistan Early Recovery Programme activities from programme design through implementation. S/he will be responsible for the overall coordination and management of both programmatic and financial aspects of the projects implemented by UNDP Pakistan in the field of early recovery, which are being funded by various donors. S/he will provide technical leadership to the implementation of the programme, in coordination with Government, UN agencies, donors and other partners, to ensure that the implemented programme will contribute to the broader national strategy. Background and Context Delivering as One (DaO) is response of the UN to the global reform process on aid effectiveness. It builds on the reform agenda set by UN members’ states, which aims to increase the coherence, effectiveness and relevance of UN operations in the field. Piloting the UN reform process in Asia, Pakistan and Vietnam are two countries and therefore in Pakistan, the increased level of collaboration among 19 UN organizations resulted in five joint programmes (ARP, H&P, Education, DRM and Environment), to which implementation is in progress since 2009.
The main objective of the Delivering as One initiative is to enhance the UN system’s impact, by building on the achievements to date, increasing Government ownership, delivering more coordinated, effective and efficient assistance to the country.
Key Benefits of Delivering as One § Enhance national leadership and ownership through the introduction of One Programme and One Budgetary framework. This will reinforce the Government’s monitoring and oversight capacities, provide a transparent overview of UN activities and financial arrangements, and ensure accountability.
§ Position the UN more strategically in areas where it has a distinct comparative advantage, allowing it to be a more effective development partner.
§ Increase the collective impact of UN interventions through more coherent, coordinated and focused strategies and programmes.
§ Improve donor coordination, increase access to additional resources and reduce interagency competition.

Review Objective The overall objective of the exercise is to undertake an extensive evidence-based, independent third party review of the Joint Programme (JP) and Cross Cutting Issues (CCIs) with respect to progress made towards the DaO objectives specific to the One Programme, including alignment to the National goals, adherence to the aid effectiveness agenda, increased coherence, simplification and reduction in transaction cost. A critical objective of the review is to look into the effectiveness of the governance structure of the One Programme and its components for achieving efficient and inclusive decision-making, simplification and cost reduction. A major deliverable of this exercise will be a comprehensive document with One Programme progress, challenges, lessons learned and recommendations for all partners to make adjustments to the current One Programme as well as plan the next One Programme II.
Review Purpose The purpose of this review is to assess the achievements and impact of results (outputs and outcomes) of the Joint Programme Disaster Risk Management in Pakistan since its commencement in 2009. More specifically, the review objectives are to:
§ Assess the appropriateness, relevance, effectiveness, efficiency, impact and sustainability of the Joint Programme results in the context of the One UN in Pakistan. The review will look at the Joint Programme DRM in different phases of the programme cycle i.e. programme formulation, annual work plan development, funding allocations, implementation, short and long term impacts and monitoring and evaluation.
§ Identify lessons learned and draw conclusions which may inform other interventions and which can contribute to decision making processes of the UN Participating Agencies, GoP implementing partners i.e. National Disaster Management Authority (NDMA), Provincial Disaster Management Authorities, District Disaster Management Authorities and other stakeholders.
§ An assessment of funding support given by donors/UN partners viz a viz overall financial outlay of the Programme
On both aspects the review will record achievements, identify areas for improvement and remaining challenges and distil lessons to inform decision-making authorities at the UN, national and provincial level.
The underlined objectives of the JP review in the overall context of Pakistan DaO are:
§ To assess how Joint Programme is being used to contribute more efficiently and effectively in achieving national development results as envisaged and national capacity building in the context of disaster management in Pakistan.
§ To assess whether and how Joint Programme reduced transaction costs for UN agencies, government, and the donors against the background of the One UN reforms DaO framework with four focal themes i.e. One Programme, One Leader, One Office, One Fund.
§ To learn from the experience and process of the need assessment, planning, formulation, implementation and M & E system of the Joint Programme and its Components to improve the current one and the development of future joint programme.
The proposed Review is expected to be used by the Government of Pakistan in ascertaining the effectiveness of the DaO initiative in bringing to the country’s benefit the whole potential of the UN development system. This review will assess how, and the extent to which, the intended and unintended results were achieved at country level.
Review Audience The primary audience for the JP Disaster Risk Management review is the UN and Government of Pakistan. Secondary audiences include implementing partners and development partners in Pakistan, UN’s agencies HQs and UNHQ.
The Joint Programme mid term review (2009 & 2010) will be an independent review to be completed prior to the completion of the program in December 2012 in order to provide inputs to the development of the next cycle of United National Development Assistance Framework (UNDAF) as well as succeeded JP Disaster Risk Management expected under One Programme Cycle 2 (2013-2017).
Scope of Study
1. Conduct a systematic and objective assessment of the entire Joint Programme Disaster Risk Management since its inception and implementation under defined geographical boundaries at the national and provincial level regardless of funding sources with special attention provided in light of the recent floods in July-August 2010.
2. Analyze the achievement of results, financial analysis of development, non-development and humanitarian funding whether align with joint programme components or not, highlighting issues, challenges and ‘lessons learned and define a forward looking strategy in line with new challenges and opportunities (including those presented by the IDP conflicts and 2010 devastated floods) and the future course of the ongoing programme including proposed Joint Programme Component’s annual work-plans, implementation modalities and setting up resource mobilization strategies
Review Questions Based on the primary objectives of the review, the following criteria and questions are expected to guide in the development of the review framework, information collection and actual assessment of baseline status and results:
Relevance/Appropriateness
- How relevant were the Joint Programme outcomes and outputs in assisting the achievement of Pakistan’s national goals specific to the focused areas of disaster?
- To what extent was the planning of interventions participatory with national, provincial further down to district level?
Efficiency
- How the Joint Programme contributed to reduced duplication and overlapping of work among UN agencies and partners and to what extent was the Joint Programme cost effective, in terms of reducing transaction costs internally as well as externally?
- What has been the added value of using the joint programme modality and how was UN support most effective through a JP?
- To what extent did UN agencies plan together? Did the plans demonstrate coherence and delivering as one?
- To what extent were the management and administrative set up necessary and adequate to deliver the Joint Programme?
- Were the institutional and management arrangements supportive to attain the intended objectives?
- How efficiently has the Joint Programme delivered its outcomes and outputs?
- How efficiently the available resources has utilized at the joint programme components level segregating development and non-development allocation.
- How did the specific JP organizational setup (TWG/IAWGs, JPSC, Task Forces and Provincial Implementation Committees) contribute or hinder effective coordination and implementation?

Examine the partnership among UN Agencies that both influenced the programme design and contributed to achievement of results through provision of services of volunteers
Analyze how well has been the networking and linkages under the interventions and how well these have been integrated in the agencies project outputs and specific recommendations for consolidating these networking/linkages for future work.
How engaged was the agencies with the Inter Agency standing committee in the relief and recovery phase. What role did the agencies play in the early recovery and relief phase and how effective was the agencies in playing this role?
Lessons Learnt / Recommendations
Formulate a set of specific recommendations for any re-orientation of the program for support for similar programmes in the future, identify the necessary actions required to be undertaken, who should undertake those and what the deadline should be, in order to remove or minimize the problems identified and to ensure efficient and effective implementation and to maximize impact. In the recommendations part of the proposed document, concrete suggestions/ ways & means to fill the present gaps must be given for carrying out mid course and future corrections to achieve the set objectives of the programme.
Reporting / Monitoring
What has been the quality of monitoring (timeliness, is there a regular system for monitoring) and how it has contributed to the project achievements? Have the cross-cutting issues gender and environment been given sufficient attention and have they been integrated in the programme in an adequate manner?
Cross-cutting issues (Gender Equality, Civil Society participation, Refugee and Human Rights)
- Were cross – cutting considerations really mainstreamed in the implementation of activities?
- To what extent did the programme involve the target communities and other stakeholders in programme design and implementation?
Methodology:
The consultants will conduct the review in a participatory and transparent manner, whereby all stakeholders will have the opportunity to share their views. The methodology should triangulate the investigate and review by consultative process to get recommendations of strategic importance.
Before the start of the review, the consultant along with an International Team Leader will prepare a detailed work plan which will: present the methodology to be utilized in the conduct of the review; identify the review issues to be addressed and a schedule/timeline of planned activities.
Desk Review
The following documents will be reviewed by the consultant in preparation for the field research and as a key source of information for review questions. In addition, country-specific documents will be collected for the review.

Key Informant Interviews
Key informants will be interviewed face-to-face to gain further insights and elaborate on specific themes as necessary. A semi-structured indepth interview format based on the review objectives and questions, while concurrently providing ample room for background information and personal perspective.
The selection criteria for interviewees will be based on their title and function and country-level involvement in the joint programme. Those persons who are nominated may be requested to identify additional persons to be interviewed during the interview.
Focus Group Discussions
The focus group discussions will be designed for consultations with a broader range of stakeholders particularly at the field, for each of the JP Component. Separate sessions for men and women will be held.The focus group will also allow the interviewer to identify what key areas are of concern to the group as a whole, rather than the preferences of specific individuals. In addition, a limited number of members of the focus group that are particularly interested in the review questions may be further requested to give a key informant interview.
Compilation of Key findings and presentation
Sharing of draft review report and presentation to Co Chairs One UN DRM on both the components.
Submission of Final Review report
After incorporation of feedback from Co Chairs / Thematic Working Group, final report to be submitted to Co Chairs One UN DRM.
Study Deliverables
The consultant will draft a report as per the format approved by Co Chairs / Convening Agents. The report will be finalized in the light of comments/suggestions Co Chairs and Thematic Working Group. The key deliverables of the study are:
a) Preliminary findings report compiled after desk review of relevant materials and consultations process outlining the understanding of the issues and achievements under review including an impacts assessment of Joint Programme results (JP’s outcomes/outputs) and financial analysis of development and non-development projects/activities; (Draft Report Template: Submission of a draft report format containing Table of Contents of the final report for approval by Project / UNDP. The draft report format will also include contents of executive summary, study methodology, data collection tools including a brief introduction of the parameters / indicators on which data will be collected, types and sources of primary and secondary data, the tools / models for data analysis, data presentation formats (tables, charts etc).
b) A presentation to UN TWG Co-Chairs, Convening Agencies and UNRC on preliminary findings
c) A final Review report: The final Joint Programme Review document will contain way forward with prioritized activities in Disaster Risk Management and detailed action plan on implementation for the next two years (2011 & 2012).

In 2009, Pakistan experienced the worst internal displacement crisis in its history when more than 3 million people were forced to flee their homes in the country’s north-western areas of Khyber Pakhtunkhwa (KPK) and the Federally Administered Tribal Area (FATA). More than 2 million people have voluntarily returned to their areas of origin since July 2009, and the humanitarian community expects thousands more to return before the end of this year. Meanwhile, displacement continues. Since the beginning of 2010, the situation in north-west Pakistan has continued to be characterized by small to medium-scale population movements, including new displacements as well as steady return. Many have been unable to register or receive assistance due to the military’s tight control over access to humanitarian agencies in KPs Internally Displaced Person (IDP) hosting areas and continued security threats. In parts of FATA, most notably Bajaur agency, families have been forced to flee repeatedly because of a militant resurgence. The 2010 Pakistan Humanitarian Response Plan (PHRP) was designed to provide a consolidated, coherent, transparent and coordinated response from the humanitarian community to the unmet needs of the vulnerable populations affected by the crisis in KPK and FATA, initially until the end of July 2010. Recently approximately 80,000 families have returned in Bajaur and Mohmand agencies in FATA, mainly due to improving security conditions. It is projected that approx 250 families will return to FATA by December 2011 – approx 34% of the total population of FATA. Meanwhile, another significant development that took place in relation to development in FATA was the post conflict/crisis needs assessment which was finalized in September, 2010 in partnership with the Asian Development Bank, the World Bank and the United Nations in collaboration with the Government of Khyber Pukhtoonkhwa and FATA. The goal of the PCNA is to produce a helpful, pragmatic peace building strategy that delivers an agreed vision
Objective of the assignment:
UNDP will be:
(A) Developing an integrated response package for the reintegration of IDPs in FATA in discussion with FDMA. This response package will be strategically responding to both the Pakistan Humanitarian Response Plan (PHRP) as well as integrating the peace building elements in line with the Post Crisis Needs Assessment (PCNA and MDTF). UNDP will be formulating the programme document in collaboration with UN agencies, Fata Secretariat and Civil Society Organizations.
(B) Facilitate the socio-economic survey to be conducted by FDMA and UNDP if required. The findings of the survey will serve as inputs in to the project document.
Below are the main tasks to be performed by the National Consultant.
Tasks to be performed by the National Consultant:
FATA: In order to develop an integrated response package for FATA, UNDP is engaging a team consisting of an (1) international programme formulation expert and (2) the national consultant. H/she will work together with the international programme formulation expert to develop a Programme for IDPs Reintegration in FATA. The FATA Programme will include a coherent strategy and detailed implementation and monitoring mechanisms for IDPs reintegration based on existing documents and in collaboration with relevant partners. He will further refine and enhance the initial project document that has been developed in consultation with the FDMA.
Specifically, the consultant will be responsible for the following:
1. Conduct data analysis and research on existing literature for the project design and methodology incorporating institutional development, social sector and livelihoods recovery, crisis prevention and disaster response in the local context of FATA.
2. Identify the needs of the affectees in FATA through focus group discussions and key informant interviews.
3. Design and develop an institutional mechanism for facilitating the funding for the affectees and their families in the local context of FATA.
4. Coordinate and share findings with UNDP, PDMA/ PaRRSA, FDMA, government agencies, HCT clusters, CSOs and other UN Agencies through meetings and consultations to ensure that the needs of the people of FATA are incorporated in the respective project documents and that there is broad ownership.
5. Develop, together with the international Programme formulation expert, a detailed programme document for FATA Integrated Response Package including: Situational Analysis, Comprehensive strategy for reintegration, Results and Resources framework, Annual work plan, Management Arrangements, Monitoring and Evaluation framework, Legal context, Risk analysis, budgeted activities and terms of reference for the positions etc.

1. BACKGROUND
The Khyber Pakhtunkhwa (KPK) area of Pakistan have experienced a situation of conflict and displacement since 2009. In April 2009, a peace accord was signed between the conflicting parties at the local level, which allowed for Sharia (Islamic law) in the Malakand area, through the Nizam-e-Adl Regulation. Following the agreement, in May the Pakistan military launched a campaign to eradicate Pakistani Taliban groups from their strong-holds in the Malakand region, including Buner, Swat, Shangla, Upper Dir and Lower Dir, due to the Taliban not adhering to the peace agreement resulting in a major humanitarian situation. An estimated 2 million persons have been displaced as a direct result of the conflict. Whilst some have returned with the Government facilitated return process, the majority continue to remain resident in camps or with host families and other accommodation. In Swat like in many areas within the KPK, the needs of these returning populations will largely be the same. The impact of the conflict has further worsened conditions in the provinces already suffering from distrust of the local administration, inadequate access to basic services including access to health and education which fall well behind the levels of other provinces.
The aim of the “Sustainable Development through Peace Building, Governance and Economic Recovery in Khyber Pakhtoonkhwa Programme (KPK)” is twofold; on the one hand it will support the sustainable return of IDPs through targeted early recovery activities and on the other it will contribute towards diffusing and preventing local conflicts and gaining a better understating of the structural causes of conflict through governance and peace building interventions. These objectives will be achieved by focusing on interventions organized around four pillars:
· Strengthening capacities for early recovery coordination;
· Support to sustainable livelihood and local economic recovery;
· Peace building and social cohesion; and
· Strengthening local governance.
This 3 year programme is already underway. However, there is a need to inject fresh ideas to further extend and enhance the current programme in KPK. The results from the activities and implementation thus far need to be considered for the continuation and further success of the programme.

The national consultant will review and build on the existing project document and progress so far to identify the lessons learnt from the existing programme design and implementation. The consultant will ensure that the new programme is formulated in light of the gaps and lessons learnt in the existing programme. He/ She will also ensure that the new programme has broad ownership of the relevant stakeholders, PDMA/ PaRRSA, government agencies, UNDP, HCT, Clusters, CSOs and other partners.
Specifically, the consultant will be responsible for the following:

  5. Prepare master lists of applicants scheduled for chest X-ray and sputum tests and submit them to respective service providers.
  6. Print out medical forms with bio-data.
  7. If requested so, accompany the applicants to the radiology unit and ensure the identity of the applicants, undergoing X-ray.
  8. Inform the applicants about need for additional investigations (if not done by the Migration Health Physician/Nurse) and make appointments for these investigations.
  9. Enter information from the medical form into the database, if so requested.
  10. Print out medical documents as requested by the Migration Health Physician.
  11. Collect monthly statistical information in IOM format and submit it to the Chief Migration Health Physician.
