Job Description
This post is the most senior out of four Local Security Assistants in the SIOC. The other three are presently not fixed term. Under the overall guidance and supervision of the Chief Security Adviser (CSA), Chief SIOC or Security Operations Officer, the Local Security Assistant assists in the implementation of all duties within the 24/7 operations of the Security Information Operations Centre (SIOC) with emphasis on assisting in all matters relating to the management of safety and security for UN personnel in the country.


Maintain Staff Tracking – SIOC will be responsible for maintaining all staff tracking records including, both external and internal travel clearances, duty travel and travel on leave.
- Receive staff tracking (email / travel plan, leave request form) and ensure the information is correct and entered into the database as required.
- Check for duplication of information

Process information as outlined below.

External Clearances
- Receive security clearance request
- Verify form has all required information.
- Be fully aware of current Movement Standard Operation Procedures and verify the movement meets MOSS standards
- Ensure clearance is authorized by designated signatory.
- Add external SC to tracking database.
- Notify person requesting of the disposition of the SC and if authorized forward a copy of the latest security advisory for the country.
- Ensure the recipient is aware of the requirement to report for a security briefing on arrival.
- In conjunction with Operations Officer, Chief SIOC, arrange security orientation briefings weekly for incoming staff
- During security briefing ensure newcomers fill in personal data sheet and add info to the database.

Internal Clearances
- Receive internal security clearance request
- Verify form contains all required information.
- Be fully aware of current Movement Standard Operation Procedures and verify the movement meets MOSS standards
- Ensure clearance is authorized by designated signatory.
- Add internal SC to tracking database.
- Notify person requesting if the SC has been authorized
- During security briefing ensure new comers fill in personal data sheet and add info to the database.
- Provide communication tracking during the internal movement.
- Provide any assistance required during the internal movement.
- Confirm safety of UN staff following completion of mission

- Security Information – Maintenance of Security Information Database
- Review newspapers and selected websites daily for information
- Stay Alert for the latest and breaking news in the region and worldwide using different media sources (Monitor news 24/7).
- Report to Operations Officer, Chief SIOC, CSA, and DSA immediately concerning significant security information.
- Follow up on all security incidents to conclusion.
- Prepare detailed report as quickly as possible for Operations Officer, Chief SIOC.
- Take chronological notes of any significant incident.
- Under the direction of the Operations Officer, Chief SIOC send SMS messages containing important security incidents to Agency heads and Security Officers.
- Draft more detailed report to be forwarded by email to Agency Heads, Security officers and UN Headquarters.
- Translate into English reports received from any government security agencies and add details to the security information database.
- Verify with Pakistan Security Forces through direct lines reports of security incidents received through the media or from reports directly to the SIOC.
- Assist Operations Officer, Chief SIOC in the preparation of detailed reports on security incidents, adding maps where necessary.
- Assist Operations Officer, Chief SIOC in the preparation of weekly security reports and routine security correspondence.
- Maintain a record of security incidents in the security Information database.
- Print statistics as required for Quarterly Incident Reports and ICSC Surveys.
- Assist the Operations Officer, Chief SIOC in the preparation of security briefings and conduct these briefings as required.

SMS System
- Create specific notification groups for the computerized SMS notification system.
- Check & update on a daily basis (Log in from the configuration to validate the users and ensure there is no malfunction in the System).
- Ensure cell phone numbers for each notification group are updated daily from cell numbers in the personnel database.
- Create notification lists from staff identified as living in the immediate vicinity of an incident.
- Prepare SMS messages for review by the Operations Officer, Chief SIOC.
- Send messages to recipients on authority of the Operations Officer, Chief SIOC.
- Send specific messages to agency staff on request of Heads of Agencies.

GIS Mapping system

- Meet with new UN staff members to determine locations of residences on GIS mapping/satellite image system.
- Be knowledgeable in methods used to verify the location of staff residences and train drivers as necessary.
- Update verified information on the GIS mapping system, obtain location coordinates and enter in the personnel database.
- Link GIS mapping system to Personnel Database.
- Initiate security zones based on the number of UN staff living in each area.
- Produce notification trees based on location of staff members to each other in each zone.
- Immediately following a change in each zone, forward the new map and notification table to the appropriate zone warden.
- Initiate queries to identify staff living in any defined radius to a security incident.
- Set up SMS group to immediately notify the selected group on authority of the Operations Officer, Chief SIOC.
- Be familiar with the operation of GPS and the methodology of downloading information directly from GPS to the GIS mapping system.
- Provide training on GPS use to agencies as required.

UN Staff Safety & Security

- Provide assistance to staff members in Pakistan on 24/7 basis in any emergency.
- Maintain up-to-date phone numbers for all emergency organizations in Pakistan including security, fire, medical, etc.
- Assist in the provision of emergency assistance to staff moving through areas in which elevated phases have been declared.
- Maintain direct contact with the UN appointed medical staff and be prepared to assist them in their response to any emergency


Communication Operations

- Be familiar with the operation of VHF and HF radios, as well as Iridium, Thuraya and Mini M satellite phones.
- Maintain radio contact (VHF/HF radios) with all stations and vehicles in the United Nations radio network(s).
- Ensure efficient communication and information flow for all units and agencies in accordance with the United Nations standards and the government regulations.
- Record all communications in written and electronic form and report them to the Operations Officer, Chief SIOC and Head of agency as required.
- During Convoy tracking, report any incident or emergency to the Operations Officer, Chief SIOC and the Head of Agency as required
- Keep all communications sent or received by UN staff members strictly confidential.
- Ensure radio discipline. Monitor voice and data transmission on the UN radio network in order to maintain strict radio protocol, and correct any misuse of the radio procedures, including the use of call signs, English language, proper radio keywords etc.
- Conduct periodic equipment inspections and routine tests and advise the Operations Officer, Chief SIOC of any fault in telecommunication network in order to ensure that security operation standards are met.
- As required, conduct radio checks for all United Nations agencies with the purpose of ensuring both the safety of UN staff and the proper functioning of handheld VHF radios.
- During radio checks, record any areas in which UN staff are experiencing difficulties transmitting or receiving.
- Update the call sign lists of handheld radio holders/mobile radios and other UN staff.

Other Responsibilities

- Attend training sessions or meetings as required.
- Maintain Office equipment as required.
- Operate Digital Sender as required.
- Perform any other duty assigned by the CSA, DSA or Operations Officer, Chief SIOC.
- Must be fullyconversant with the following documentation and be prepared to answer questions on any concerns related to the following:
a. Field security Handbook (with the advice of the CSA, DSA, Operations Officer, Chief SIOC)
b. Movement Control Standard Operating Procedures.
c. MOSS requirements relation to Vehicle Movement
d. All other security SOPs
