In 2009, Pakistan experienced the worst internal displacement crisis in its history when more than 3 million people were forced to flee their homes in the country’s north-western areas of Khyber Pakhtunkhwa (KPK) and the Federally Administered Tribal Area (FATA). More than 2 million people have voluntarily returned to their areas of origin since July 2009, and the humanitarian community expects thousands more to return before the end of this year. Meanwhile, displacement continues. Since the beginning of 2010, the situation in north-west Pakistan has continued to be characterized by small to medium-scale population movements, including new displacements as well as steady return. Many have been unable to register or receive assistance due to the military’s tight control over access to humanitarian agencies in KPs Internally Displaced Person (IDP) hosting areas and continued security threats. In parts of FATA, most notably Bajaur agency, families have been forced to flee repeatedly because of a militant resurgence. The 2010 Pakistan Humanitarian Response Plan (PHRP) was designed to provide a consolidated, coherent, transparent and coordinated response from the humanitarian community to the unmet needs of the vulnerable populations affected by the crisis in KPK and FATA, initially until the end of July 2010. Recently approximately 80,000 families have returned in Bajaur and Mohmand agencies in FATA, mainly due to improving security conditions. It is projected that approx 250 families will return to FATA by December 2011 – approx 34% of the total population of FATA. Meanwhile, another significant development that took place in relation to development in FATA was the post conflict/crisis needs assessment which was finalized in September, 2010 in partnership with the Asian Development Bank, the World Bank and the United Nations in collaboration with the Government of Khyber Pukhtoonkhwa and FATA. The goal of the PCNA is to produce a helpful, pragmatic peace building strategy that delivers an agreed vision
Objective of the assignment:
UNDP will be:
(A) Developing an integrated response package for the reintegration of IDPs in FATA in discussion with FDMA. This response package will be strategically responding to both the Pakistan Humanitarian Response Plan (PHRP) as well as integrating the peace building elements in line with the Post Crisis Needs Assessment (PCNA and MDTF). UNDP will be formulating the programme document in collaboration with UN agencies, Fata Secretariat and Civil Society Organizations.
(B) Facilitate the socio-economic survey to be conducted by FDMA and UNDP if required. The findings of the survey will serve as inputs in to the project document.
Below are the main tasks to be performed by the National Consultant.
Tasks to be performed by the National Consultant:
FATA: In order to develop an integrated response package for FATA, UNDP is engaging a team consisting of an (1) international programme formulation expert and (2) the national consultant. H/she will work together with the international programme formulation expert to develop a Programme for IDPs Reintegration in FATA. The FATA Programme will include a coherent strategy and detailed implementation and monitoring mechanisms for IDPs reintegration based on existing documents and in collaboration with relevant partners. He will further refine and enhance the initial project document that has been developed in consultation with the FDMA.
Specifically, the consultant will be responsible for the following:
1. Conduct data analysis and research on existing literature for the project design and methodology incorporating institutional development, social sector and livelihoods recovery, crisis prevention and disaster response in the local context of FATA.
2. Identify the needs of the affectees in FATA through focus group discussions and key informant interviews.
3. Design and develop an institutional mechanism for facilitating the funding for the affectees and their families in the local context of FATA.
4. Coordinate and share findings with UNDP, PDMA/ PaRRSA, FDMA, government agencies, HCT clusters, CSOs and other UN Agencies through meetings and consultations to ensure that the needs of the people of FATA are incorporated in the respective project documents and that there is broad ownership.
5. Develop, together with the international Programme formulation expert, a detailed programme document for FATA Integrated Response Package including: Situational Analysis, Comprehensive strategy for reintegration, Results and Resources framework, Annual work plan, Management Arrangements, Monitoring and Evaluation framework, Legal context, Risk analysis, budgeted activities and terms of reference for the positions etc.

The consultant will draft a project document as per the format approved.

Consultancy Duration
The review timeframe is two months.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATION
I. Academic Qualifications: Master in Social Sciences, Public Administration or Development related fields preferably from a reputed foreign university.
II. Years of experience: Minimum of 8-10 years demonstrated experience in advisory, policy planning, programme formulation on crisis/conflict and IDP issues. Strong networks to keep abreast with changing dynamics within government and development partners strategic interventions. Experience of advisory roles in the government and multilateral development agencies is required.
Duty Station: The consultant will be required to extensively travel to FATA and preference will be given to a consultant based in Peshawar.
III. Competencies:
  • Excellent communication and organization skills (development sector experience a must)
  • Fully computer literate
  • Well developed analytical skills and report writing
  • Proven background in programme formulation, strategies for IDPs and conflict/ crisis recovery interventions
  • Previous experience of working with United Nations would be an added advantage

Lump sum contracts
The financial proposal shall specify a total lump sum amount against specific and measurable (qualitative and quantitative) deliverables . Breakdown of total amount into consultant fee and travel expenses is required in the financial proposal.
