1. BACKGROUND
The Khyber Pakhtunkhwa (KPK) area of Pakistan have experienced a situation of conflict and displacement since 2009. In April 2009, a peace accord was signed between the conflicting parties at the local level, which allowed for Sharia (Islamic law) in the Malakand area, through the Nizam-e-Adl Regulation. Following the agreement, in May the Pakistan military launched a campaign to eradicate Pakistani Taliban groups from their strong-holds in the Malakand region, including Buner, Swat, Shangla, Upper Dir and Lower Dir, due to the Taliban not adhering to the peace agreement resulting in a major humanitarian situation. An estimated 2 million persons have been displaced as a direct result of the conflict. Whilst some have returned with the Government facilitated return process, the majority continue to remain resident in camps or with host families and other accommodation. In Swat like in many areas within the KPK, the needs of these returning populations will largely be the same. The impact of the conflict has further worsened conditions in the provinces already suffering from distrust of the local administration, inadequate access to basic services including access to health and education which fall well behind the levels of other provinces.
The aim of the “Sustainable Development through Peace Building, Governance and Economic Recovery in Khyber Pakhtoonkhwa Programme (KPK)” is twofold; on the one hand it will support the sustainable return of IDPs through targeted early recovery activities and on the other it will contribute towards diffusing and preventing local conflicts and gaining a better understating of the structural causes of conflict through governance and peace building interventions. These objectives will be achieved by focusing on interventions organized around four pillars:
· Strengthening capacities for early recovery coordination;
· Support to sustainable livelihood and local economic recovery;
· Peace building and social cohesion; and
· Strengthening local governance.
This 3 year programme is already underway. However, there is a need to inject fresh ideas to further extend and enhance the current programme in KPK. The results from the activities and implementation thus far need to be considered for the continuation and further success of the programme.
Objective of the assignment:
UNDP will be:
Formulating a project document to extend and enhance the current scope of the “Sustainable Development through Peace Building, Governance and Economic Recovery in Khyber Pakhtoonkhwa (KPK) Programme” in light of the results accomplished under the existing programme, the current and still unmet needs of the people of KPK.
Below are the main tasks to be performed by the National Consultant.
Tasks to be performed by the National Consultant:
KPK:
The national consultant will formulate a programme to extend and enhance the current scope of the “Sustainable Development through Peace Building, Governance and Economic Recovery in Khyber Pakhtoonkhwa Programme” in light of the current and still unmet needs of the people of KPK. The national consultant will review and build on the existing project document and progress so far to identify the lessons learnt from the existing programme design and implementation. The consultant will ensure that the new programme is formulated in light of the gaps and lessons learnt in the existing programme. He/ She will also ensure that the new programme has broad ownership of the relevant stakeholders, PDMA/ PaRRSA, government agencies, UNDP, HCT, Clusters, CSOs and other partners.
Specifically, the consultant will be responsible for the following:
1. Conduct data analysis and research on existing literature for the project design and methodology incorporating institutional development, social sector and livelihoods recovery, crisis prevention and disaster response in the local context of KPK.
2. Identify the needs of the affectees in KPK through focus group discussions and key informant interviews.
3. Design and develop an institutional mechanism for facilitating the funding for the affectees and their families in the local context of KPK.
Coordinate and share findings with UNDP, PDMA/ PaRRSA, FDMA, government agencies, HCT clusters, CSOs and other UN Agencies through meetings and consultations to ensure that the needs of the people of KPK re incorporated in the project document and that there is broad ownership.
1. Develop, together with the international Programme formulation expert, a detailed programme document for Peace and Development Programme in KPK including: Situational Analysis, Comprehensive strategy for reintegration, Results and Resources framework, Annual work plan, Management Arrangements, Monitoring and Evaluation framework, Legal context, Risk analysis, budgeted activities and terms of reference for the positions etc.
Before the start of the programme formulation, the national consultant will review the following documents and visit the following websites.
Desk Review :
The following documents will be reviewed by the national consultant in preparation for the field research and as a key source of information for review questions. In addition, country-specific documents will be collected for the review. Key informant interviews and focus group discussions would be held to collect information to design the project strategy and activities.

Study Deliverables
The consultant will draft a project document/ report as per the format approved.
In light of comments/ suggestions, a final project document will be submitted.
A presentation to the relevant stakeholders.
Consultancy Duration
The assignment timeframe is three weeks in the months of May and June 2011.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATION
I. Academic Qualifications: Master in Social Sciences, Public Administration or Development related fields preferably from a reputed foreign university.
II. Years of experience: Minimum of 8-10 years demonstrated experience in advisory, policy planning, programme formulation on crisis/conflict and IDP issues. Strong networks to keep abreast with changing dynamics within government and development partners strategic interventions. Experience of advisory roles in the government and multilateral development agencies is required.
Duty Station: The consultant will be required to extensively travel to KPK however; he/ she will be based in Islamabad.
III. Competencies:
  • Excellent communication and organization skills (development sector experience a must)
  • Fully computer literate
  • Well developed analytical skills and report writing
  • Proven background in programme formulation, strategies for IDPs and conflict/ crisis recovery interventions
  • Previous experience of working with United Nations would be an added advantage
4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.
Interested individual consultant must submit the following documents/information to demonstrate their qualifications:

2. Financial proposal with lump-sum cost for three weeks
3. Personal CV including past experience in similar projects and at least 3 references
5. FINANCIAL PROPOSAL
Lump sum contracts
The financial proposal shall specify a total lump sum amount against specific and measurable (qualitative and quantitative) deliverables . Breakdown of total amount into consultant fee and travel expenses is required in the financial proposal.
6. EVALUATION:
Individual consultants will be evaluated based on the following methodologies:
1. Experience and Qualification 30 Marks
2. Previous experience in similar initiatives 20 Marks
3. Proposed Methodology and approach 30 Marks
The minimum passing marks is 70% of the total Marks of 80. The contract will be awarded to the Consultant that is considered technically qualified and response and offering the best price.
